Yes, Chris.

Print them and pass them out.

Set your printer to "duplex" ( 2-sided) setting when printing.

...and yes, they will sign their copy for their own use, have them send other copies to their senators and representatives...and DON'T FORGET THE DOG CATCHER! They're all important, because that Declaration serves as OFFICIAL NOTICE that "you're mad as hell and won't take it anymore!"

Make sure your TP members get the link to the flyer so that they can do the same.
