Step one...many steps to go. Apparently, in the STIMULUS package there is $8.5 BILLION slated for this sham organization!! Is this the CIVILIAN ARMY "The One" has been talking about?? What in the world would they need $8.5 BILLION when over the last 7 years or so they've received $500+ MILLION. What the heck are the BILLIONS of dollars for???
