'Autopsy' Is the Right Word: RNC Releases Report on Party's Future.

The Republican National Committee (RNC) has released its long-awaited study on the 2012 elections, with detailed recommendations about how the party can improve its future. 

The report, entitled the “Growth and Opportunity Project,” was compiled by a special committee consisting of former Gov. Haley Barbour of Mississippi, veteran GOP adviser Sally Bradshaw, former White House spokesman Ari Fleischer, Puerto Rico committeewoman Zori Fonalledas, and South Carolina committeeman Glenn McCall.

For several months, RNC chairman Reince Priebus has referred to the committee’s report on the state of the party as an “autopsy.” It is an apt description, because the 100-page report has as much chance of reviving the GOP as an autopsy has of reviving a corpse. The report effectively suggests Republicans try to compete with Democrats by imitating them--not just in tactics and appearance, but in policy and ideas as well.

Thus far, media coverage of the report has anticipated its recommendations for a shorter primary process, fewer debates, an earlier national convention, and closer engagement with minority communities. Whatever the merits of these suggestions, they mask the fundamental flaw of the report: a failure to acknowledge, much less learn from, the successes of the recent past--all of which were built on conservative revival.

Instead, the report declares that the GOP is stuck in an “ideological cul-de-sac” and requires “a more welcoming conservatism.” (5) To that end, the report insists that the party “must embrace and champion comprehensive immigration reform.” (8) It also calls for Republicans to imitate the left’s identity politics, creating a “Growth and Opportunity Inclusion Council” composed of “nonwhites” who are meant to help increase diversity.

There is nothing in the report about strengthening the Republican Party’s commitment to conservative principles--the winning formula in 1980, 1994, and 2010. Instead, the report declares that Republicans “make sure that the government works for those truly in need”--a worthy goal, but one that cannot be accomplished without shrinking it and focusing it. (The word “smaller” does not appear anywhere in the report’s 100 pages.)

The report suggests that the GOP focus on “growth.” But the sort of growth the report’s authors seem to envision is of the party bureaucracy itself. Repeatedly, the report calls for hiring new staff, creating new committees, and spending more money. In many ways the RNC’s report reads like a government policy prospectus--full of earnest exhortations and ambitious targets, bereft of common sense principles and clear, attainable priorities.

There are some bright spots in the report. It recognizes that “there is a need for greater competition among vendors to spur more creativity and better outcomes.” (34). Yet the RNC seems to have no idea how to foster that competition. The committee suggests that the RNC itself lead the way in technological innovation, data collection, and setting the message for third-party groups such as Super PACs and issue-based organizations.

One striking passage reads:

Chairman Priebus should call for a command performance meeting of the leadership of our friends and allies and not allow anyone to leave the room until it’s determined, to the extent allowed by law, who is doing what that can be divided legally. This is likely the most important recommendation in this friends and allies section of this report.” (49) 

Yet elsewhere, it insists: “Groupthink is a loser.” (91)

Amazingly, a key recommendation for the revival of the Republican Party depends on the support of Democrats. The report calls for bipartisan cooperation to relax campaign finance restrictions in order to strengthen the power and cohesion of the two national parties relative to “third-party groups.” The obvious targets are not just outside PACs but groups like the Tea Party that challenge the Republican Party’s claim to conservatism.

Even while suggesting ways to “raise corporate money,” the report calls on Republicans to adopt the Democrats’ class warfare and to attack bonuses and large CEO retirement packages. It rightly calls for Republicans to reach out to minorities through coalitions, then treats minorities like window-dressing, calling on the party to “elevate Hispanic leaders” as if it has not already done so--on merit, and more often than the Democrats.

There is very little in the report about how Republicans can improve their performance in the media. The only relevant recommendation is that “Republican leaders should participate in and actively prepare for interviews with The Daily Show, The Colbert Report, MTV and magazines such as People, UsWeekly, etc.”--left-leaning outlets that are often hostile and which are useless in mobilizing the core conservative voter base.

That is not to say Republicans should avoid those outlets, but to focus on them is also a mistake. The primary key to the Obama campaign’s success in 2012 was that it brought the Democrats’ base to the polls. Mitt Romney won independents in 2012, but lost the election. Until Republicans improve their communication with their own base--reaching out through conservative media, and new media in particular--their message will be lost.

Instead, the report recommends that Republicans reach out to organizations such as the NAACP--ignoring the fact that the NAACP’s policies are decidedly radical and do not even represent public opinion in the black community on issues such as voter ID and school reform. At the same time, the report implies that the GOP should back away from “Third-party groups that promote purity” (54)--an apparent swipe at the Tea Party.

The only part of the “Growth and Opportunity” report that has any real coherence is the section on fundraising. There, Chairman Priebus can boast some real successes. The report highlights the improvement in party finances, and also points out that the Romney campaign made improvements in efficiency, using a financial platform that coordinated “over $1 billion” between various groups through the efforts of only nine employees.

That fundraising role is where the RNC is most effective. Elsewhere, it can coordinate, but not control. The authors seem to realize this at times. They implicitly rebuke Karl Rove: “Washington should not try to dictate candidate choices. Voters will ultimately decide.” (47) Yet the authors cannot resist the urge to centralize. And rather than finding ways to sell conservative principles, they chart a leftward course--one that cannot win.

`We the People had best be moving on. Every time the Republican hierarchy speaks they dispel all those rumors about being OUT OF TOUCH.

ANY conservative organization will be better for recovering this nation than the Republicans.

Mitch McConnell Votes to Fund Obamacare

Hey, remember that awesome CPAC speech by Mitch McConnell?

The one where Mitch McConnell said — and I quote — “Obamacare should be repealed root and branch. And we’re not backing down from this fight.”

And the same speech where Mitch McConnell also said, “This law is a disaster, and anybody who thinks we’ve moved beyond it is dead wrong.”

Well, as I told you, Mitch McConnell excels at saying one thing and doing another. Yesterday, Mitch McConnell voted to fund Obamacare.

Hey Utah, he joined Orrin Hatch in doing so. Remember, just last year on the campaign trail Orrin Hatch told you all how he was going to absolutely fight to rid us of Obamacare at all costs. And he got a large portion of the conservative movement to cheer him on as a result.

Yeah, that Orrin Hatch voted to fund Obamacare too.

And now for the punchline — the majority of the Republicans in the Senate voted against funding Obamacare. McConnell and Hatch were in the minority of Republicans who chose to side with the Democrats and fund Obamacare.

The Republicans Who Want to Raise Your Taxes

Remember 66 Canal Center Plaza?

In November of last year I documented how much of the Romney Campaign’s third party operations were run out of 66 Canal Center Plaza.

Suite 555 of Canal Center Plaza houses Black Rock Group, Crossroads Media, WWP Strategies, TargetPoint Consulting, and Americans for Job Security.

A number of these groups either directly helped the Romney campaign or worked with the outside groups who helped the Romney campaign. The New York Times produced an awesome graphic of the incestuous ties in Suite 555.

Oddly enough, yesterday I got an email from Americans for Job Security promoting the Marketplace Fairness Act. The email had a link to a post written by the President of Americans for Job Security, which had been posted at RedState in the diaries. The link generated a bad URL to http://cts.vresp.com/c/?BlackRockGroup/f86f0b76b3/TEST/8d78837e18.

Suite 555 has gone from making millions off Mitt Romney to helping states try to make millions off you in massive new streams of tax revenue while driving up the burden on small businesses, putting them at a disadvantage to big businesses.

And you know what’s so funny about it?

Late today, in response to my morning post, something called the Marketplace Fairness Coalition tried to rebut me by accusing me of being in the pocket of Ebay.

That was the best they could do. While I’m not in anybody’s pocket, I do find it interesting that 66 Canal Center Plaza, Suite 555, has moved on from taking money out of your pocket to fund Mitt Romney and now wants to take money out of your pocket to fund the leviathan. And just like with Mitt Romney, they’ll tell you this is conservative too.

By the way, they’re also trolling our comments here at RedState using anonymous... I bet they come from Canal Center Plaza.

Led by Sen. Mike Enzi, Republicans Will Vote to Raise Taxes & Tax iTunes Downloads

Congressional Republicans led by Senator Mike Enzi of Wyoming and Democratic Senator Dick Durbin of Illinois, are about to raise Americans’ taxes and set in place the foundation for states to be able to tax downloads from the internet, including from places like iTunes. Senators Durbin and Enzi are inserting an internet tax as an amendment to the Senate budget bill.

The tax sounds innocuous enough. The tax is hiding under legislation called the Marketplace Fairness Act. The Act purportedly just harmonizes state laws so internet sales are also taxed. After all, it is not fair that Amazon does not charge all its customers sales taxes. It puts them at a competitive advantage over mom and pop shops. Sounds good until you realize what’s actually going on with this latest scheme to peddle “fairness.”

One day I will have a scorecard for conservatives. And those Republicans who vote for the Marketplace Fairness Act in any form will be blackballed from that scorecard. Until then, I hope groups like Club for Growth and Heritage Action will score against it. It is a damnable piece of legislation whose backers are a whose who of major corporations.

The staggering irony of the Marketplace Fairness Act is that it is written by states craving more money and massive corporations like Wal-Mart who want to hurt small businesses that have become successfully competitive against big retailers online. And in selling the Marketplace Fairness Act, these big businesses and governments have hired lobbyists to claim the law actually benefits small businesses. But the backers are a whose who of major corporations who have a history of using their connections in government to hurt small businesses that have figured out how to successfully compete against big businesses.

Even more shameful, these big businesses and state governments have been pouring money into conservative outfits and right-of-center lobbying outfits to try to convince conservatives that tapping a massive new revenue stream for states to balance budgets is somehow a conservative milestone.

Some of those supporting the Marketplace Fairness Act are good people with good intentions who believe the law is noble in purpose and buy the spin. But many are bought and paid for by the major corporations who have for too long rigged the system to their advantage by shutting out entrepreneurial competitors through the tax code and other laws.

Republicans who vote for the Marketplace Fairness Act, including Mike Enzi, should be, metaphorically speaking because it’d otherwise be illegal, flogged.

I don’t shop online to avoid sales taxes. I do so for convenience and because I hate people and don’t want to interact with people in a store. (kind of kidding) I don’t really care if I have to pay sales taxes online. It just sounds so fair.

As we’ve learned from Barack Obama, beware politicians peddling fairness. Republicans doing this are about to open a pandoras box and, behind closed doors, they admit they know it. Are you ready for your downloads from iTunes to be taxed?

The nation has thus far successfully shielded the internet from Washington taxation and regulation for decades, and the Marketplace Fairness Act would break the floodgates open. Even more troubling, the Marketplace Fairness Act establishes a pretty solid precedent that the federal government can step in to regulate state tax policy. After all, this legislation attempts to exert federal regulatory power over state internet tax policy with state complicity.

Once Congress has opened the pandoras box of federally authorized internet sales taxes, it is only one step away from taxing internet downloads, not just goods purchased online.

But here’s the other troubling thing. The Marketplace Fairness Act, for the first time, establishes a national sales tax. It does so by hiding behind the states. They told us the individual mandate wasn’t a federal tax either.

Here’s the situation. As you may know, the Supreme Court has long held that a business has to have some physical nexus in a state to be subject to sales tax collections — an storefront, distribution center, etc. This is based on the fundamental principle of no taxation without representation.

States have tried to weasel their way around this, but each state taxes goods in different ways. Some states, for example, don’t tax baked goods, but do tax candies, even if made in a bakery. So your cake is not taxed, but if you buy fudge at the bakery it is. And it’s not just states, there are over 7,500 different local tax systems, many with special tax holidays or exemptions for different products. Trying to move these varied tax systems to the internet would drive up the burdens of businesses online by forcing compliance with the various taxing schemes of 50 states.

That actually puts a heavier burden on online vendors than brick & mortar local vendors, who only have to comply with the taxes of the state they reside in. Then there are the compliance costs. How does a candy company in Georgia that sells fudge to someone living in Iowa handle a tax dispute with Iowa tax authorities?

MFA would destroy the concept of states as laboratories of democracy that allow businesses to move between states based on better business environments. Today, a business located in New Hampshire charges no sales tax, but if MFA passes, overnight they could be forced to collect taxes for dozens of states with no escape.

Now, let me explain what is really going on here. States have grown huge and bureaucratic. Instead of downsizing and becoming more efficient, states have decided to just look for a new tax scheme to fund the leviathan. They see online sales as the way to go. iTunes downloads will be next. Congressional Republicans are helping.

But consider that there is a carve out for businesses that sell less than $500,000.00 a year online. As Senator Jim DeMint noted last year this is a pretty good admission that the law will be a burden on businesses.

Proponents of MFA also like to brag that Amazon now supports their internet tax bill after years of opposition. That’s true, but there is a simple reason why: Amazon’s future business model of same-day delivery requires them to have distribution centers in nearly every state in the nation. You see, MFA won’t affect Amazon, because like Target or Walmart expanding to every state, Amazon will be forced by current law to collect sales taxes. So of course Amazon now supports MFA, this is nothing more than a big corporation using Washington politicians to punish their competition, like the many small business sellers on Ebay.

Senator Enzi and the Republicans joining him should be ashamed that they are willing to open a new front in Congress’ quest to tax everything. The Marketplace Fairness Act should really be called the Marketplace Fleecing Act.

Caddell Unloads on 'Racketeering' GOP Consultants

Pat Caddell, the Fox News Contributor and Democrat pollster who engineered Jimmy Carter’s 1976 Presidential victory, blew the lid off CPAC on Thursday with a blistering attack on "racketeering" Republican consultants who play wealthy donors like "marks."

"I blame the donors who allow themselves to be played for marks. I blame the people in the grassroots for allowing themselves to be played for suckers....It's time to stop being marks. It's time to stop being suckers. It’s time for you people to get real," he told the audience that included two top Republican consultants.

Caddell stole the show as a panelist in the breakout session titled "Should We Shoot All the Consultants Now?" He spoke with a fire and passion that electrified the room. When the session began the large room was half filled, but as word spread of the fireworks going on inside, the audience streamed in. By the end, it was standing room only.

Breitbart News spoke with Caddell prior to his talk, and he promised he would deliver a "brutal critique" of the Republican establishment and its political consulting class. He did not disappoint, pulling no punches with an unyielding evisceration of a small group of Republican consultants, the Romney campaign, the Republican National Committee, and Karl Rove's Crossroads GPS Super PAC.

"When you have the Chief of Staff of the Republican National Committee and the political director of the Romney campaign, and their two companies get $150 million at the end of the campaign for the 'fantastic' get-out-the-vote program...some of this borders on RICO [the 1970 Racketeer Influenced and Corrupt Organizations Act] violations," Caddell told the crowd. "It's all self dealing going on. I think it works on the RICO thing. They’re in the business of lining their pockets."

"The Republican Party," Caddell continued, "is in the grips of what I call the CLEC--the consultant, lobbyist, and establishment complex." Caddell described CLEC as a self serving interconnected network of individuals and organizations interested in preserving their own power far more than they're interested in winning elections.

"Just follow the money," Caddell told a rapt audience. "It’s all there in the newspaper. The way it works is this--ever since we centralized politics in Washington, the House campaign committee and the Senate campaign committee,  they decide who they think should run. You hire these people on the accredited list [they say to candidates] otherwise we won't give you money. You hire my friend or else."

Financial corruption is a key component of the current process, according to Caddell. "There's money passing under the table on both parties. Don’t kid yourself...If you can’t see racketeering in front of you, God save you."

As a Democrat, Caddell said he could tell the truth about the failings of the Republicans 2012 campaign efforts since "I have no interest in the Republican Party." He compared Republicans unfavorably to Democrats."In my party we play to win. We play for life and death. You people play for a different kind of agenda...Your party has no problem playing the Washington Generals to the Harlem Globetrotters."

Caddell left no doubt he is not an admirer of Mitt Romney's campaign management skills. He called Romney "the worst executive I've seen" when it comes to leading a political campaign.  Romney's failure to attack Obama's Benghazi debacle during the foreign policy debate was "cravenness" that came about because his consultants told him "we don’t want to look warlike." 

Caddell also said Romney failed to back his campaign with his own money when it was most needed. "My question for Romney is, you spent $45 million [of your own money] in your 2008 campaign where you didn't have a chance. Why didn't you give your campaign a loan in the spring instead of letting Obama define you?"

Romney, Caddell said, was not on top of his game when he failed to anticipate attacks based on his business career. "You didn't know Bain was coming? Ted Kennedy used it against you." Romney lost to Ted Kennedy in the 1994 Senate election in Massachusetts.

Caddell was equally caustic in his evaluation of the Republican consultants who managed Romney's campaign. "Of course this election could have been won.  It should have been won," he said. "The Romney campaign was the worst campaign in my lifetime except for ninety minutes [in the first debate] thanks to Barack Obama."

"There was a failure of strategy, a failure of tactics, a massive failure of messaging. Most of all there was a total failure of imagination." Caddell singled out Stuart Stevens, a key figure in Romney's campaign, in a particularly withering critique. "Stevens had as much business running a campaign as I do sprouting wings and flying out of this room," he said to an audience that applauded.

Caddell said that Romney inexplicably allowed Obama to define him without fighting back. If Obama had a 50% favorable rating on election day, he had an 80% chance of winning. If he had a 45% favorable rating on election day, he had a 90% chance of losing. On election day, Obama's favorable rating was 51% because, Caddell said, "Republicans failed to hold him down."

"A majority of the people wanted to repeal Obamacare, [an issue that] the Republican Party abandoned," Caddell noted. He added that "on the issue of bigger or smaller government, one-third of the people who want smaller government voted for Obama."

Caddell criticized the RNC's planned announcement on Monday of the RNC's Growth and Opportunity Project report, which he dismissed as "this whitewash...being produced at the RNC. You can not have the people who failed responsible for finding the solution."

Caddell predicted that the Republican Party, unless it became the anti-establishment, anti-Washington party, would become extinct, like the 19th century Whig Party. "These people [in the consulting-lobbying-establishment complex] are doing business for themselves. They are a part of the Washington establishment. These people don’t want to have change."

The 2010 takeover of Congress by the Republicans, Caddell said, "was not engineered by the Washington Republican establishment. They [the establishment] then took that victory and threw it away."

Caddell called Senate Minority Leader Mitch McConnell (R-KY) "the Ambrose Burnside of American politics." Burnside was the commander of the Union's Army of the Potomac during the Civil War. He was dismissed by Lincoln for his inability to press his advantage against the enemy, his plodding and unimaginative strategies, and his inability to focus resources on the tactics needed for victory.

Caddell cautioned Republicans not to read too much in the 2012 results where they maintained control of the House of Representatives. "You won the House [in 2012] because of the reapportionment that came after the 2010 [Tea Party] victories," he said. Senator Marco Rubio (R-FL), elected in 2010, and Senator Ron Johnson (R-WI), elected in 2012, had to fight this establishment at every step in the process and "claw their way" to electoral success, Caddell said.

When an audience member asked Caddell why he, a Democrat, was offering Republicans advice that would help them beat his own party, his response was met with huge applause. "I'm not a fan of Barack Obama," Caddell said. "My first allegiance is to my country. I have paid a huge price, and when I watch you people screwing up I'm offended."

Nancy Smith, a grassroots activist who co-founded an independent Virginia  group that focused on door-to-door canvassing and get-out-the-vote in the 2012 election, was effusive in her praise of Caddell's critique. "This talk by Caddell is what this entire conference should be about."

The panel was moderated by Matt Schlapp, a principal at Cove Strategies, a Republican political consulting firm. In addition to Caddell, the panel included Jeff Roe, the founder of Axiom Strategies, also a Republican political consulting firm, Morton Blackwell, a Republican National Committeeman from Virginia and founder of the Leadership Institute, and Brian Baker, founder of a Super PAC.

Brent Bozell Levels Broadside Against Entire Republican Establishment

For America Executive Director Brent Bozell lashed out at Republican leaders Saturday, accusing Speaker John Boehner and his leadership team of failing to push a conservative agenda.

“John Boehner, Eric Cantor, and Kevin McCarthy, you said all the right things to conservatives to propel the GOP back to the majority and you to the top three leadership positions in the House. You, like virtually every single other Republican elected to Congress solemnly vowed to rid us of Obamacare, which you can do simply by refusing to fund it. Why haven’t you done so?” Bozell asked, charging that the House GOP leadership has “done nothing for over two years but give us excuses and more commitments that tomorrow, yes tomorrow, you’ll honor your promises.”

“Gentlemen, where promises are concerned, you are not what you promised to be,” he added. Indeed, virtually every major Republican on the national stage came under attack by Bozell, who is a favorite of conservative activists.

On Virginia Gov. Bob McDonnell, Bozell said, “You ran, and won as a fiscal conservative. You leave punishing Virginia with the largest tax increase in history. I wish we’d never elected you. Do you have national aspirations? Sorry my friend, forget them.”

Is Speaker Boehner Deliberately Throwing The House To Pelosi In 2014?

With all of the corruption inside Washington D. C., one shouldn’t be too surprised when the previously unthinkable becomes thinkable, if not a reality. As Boehner’s capos, Cantor and McCarthy, stun Republicans with their Democrat-like abuse of fellow Republicans within the House of Representatives, one is compelled to ask, ‘Is Speaker Boehner deliberately throwing the House to Pelosi in 2014?’

It is no secret that our Agitator-in-Chief covets having total control of the all four branches of the Federal government (including his propaganda machine in the media). To achieve this seizure, he needs hatchet-lady Pelosi as Speaker of the House.

Currently, the House of Representatives serves as the only thread of defense of our constitution, rights and freedoms against the destructive agenda of the Socialist/Fascist/Communist hood rat illuminati and their pawns inside both parties in Congress, and the GOP leaders are doing little to halt the blitzkrieg. The GOP leaders in the House of Representatives have done zero, zilch, nada to defund Benghazi Care, or do much of anything they campaigned upon to be returned to their posts of power inside their den of inequity.

Why refer to the oxymoronic ‘Patient Protection and Affordable Care Act’ as Benghazi Care? One reason is to do what the puppeteer media won’t do; keeping the Benghazi massacre front-and-center in the American dialogue. Secondly, this legislation is designed to abandon those most in need of healthcare, just as Obama, Panetta, Hillary and the rest of the gutless hood rats abandoned Ambassador Stevens, former SEALs, Tyrone Woods and Glen Doherty, and Information Officer Sean Smith as they were massacred in Benghazi. One of the most offensive comments that Boehner and his capos utter about Benghazi Care is that ‘it is the law of the land’. Who are Boehner and his capos ‘representing’? It certainly isn’t the U. S. citizen/taxpayer!

John Boehner Says He ‘Absolutely’ Trusts Barack Obama

House Speaker John Boehner says he and President Obama have their differences, but in the end, their relationship is one of trust and friendship.

Mr. Boehner was asked directly during a Sunday talk show: Do you trust the president?

“Absolutely,” he said, as Politico reported. ABC then reported the follow-up question: “Absolutely?” And Mr. Boehner repeated: “Absolutely,” as ABC reported.

Mr. Boehner then continued, as Politico reported: “The president and I, as I have made very clear, have a very good relationship. We’re open with each other. We’re honest with each other. But we’re trying to bridge some big differences.”

Mr. Boehner then went on to suggest Mr. Obama be more like former President Clinton, who successfully reached out to Republicans over budget issues and subsequently nailed the bipartisan talks into his legacy.
