The Obama administration is demanding that the U.N. General Assembly vote on an arms trade treaty opposed by the National Rifle Association (NRA) next week, abandoning its earlier insistence on consensus.
The conference drafting the text broke up Thursday afternoon without reaching a deal after North Korea (DPRK), Syria and Iran objected. The United States immediately joined 11 other countries demanding a vote in the General Assembly after the president of the conference delivers his report on Tuesday.
“The U.S. regrets that it was not possible today to reach consensus at this conference on an arms trade treaty,” said Tom Countryman, the assistant secretary of State for International Security and Nonproliferation and head of the U.S. delegation to the Arms Trade Treaty Conference. “Such a treaty would promote global security, would advance important humanitarian objectives, and it would affirm the legitimacy of the international trade in conventional arms.”
He said the text that failed to reach consensus Thursday was “meaningful,” “implementable,” and “did not touch in any way upon the constitutional rights of American citizens.”
“We look forward to this text being adopted by the United Nations General Assembly in the very near future,” Countryman told reporters in a conference call Thursday night. “It's important to the United States and the defense of our interests to insist on consensus. But every state in this process has always been conscious of the fact that, if consensus is not reached in this process, that there are other ways to adopt this treaty, including via a vote of the General Assembly.”
Countryman said a vote is expected as early as next week. That could be delayed if states reopen the treaty for further changes, however.
“The United States will vote in favor,” Countryman said. “We think an overwhelming majority of states will vote in favor. I'm happy to vote the opposite direction of such states as Iran, North Korea and Syria on this text.”
The treaty would require that states institute internal mechanisms for ensuring that their exports of conventional weapons aren't likely to be used to violate humanitarian law. The treaty is opposed by the National Rifle Association and a majority of U.S. senators, but the administration says it would have no impact on domestic Second Amendment rights.
Asked if the rogues' gallery of states that opposed the treaty would make it harder for the NRA and lawmakers to continue opposing it, Countryman took an oblique dig at the treaty's critics.
“I don't really do domestic politics,” Countryman said. “All I can say is, for myself, I would much rather be on opposite sides of Syria, Iran and DPRK than join them in criticism of this treaty.”
He added that the treaty would help rather than harm U.S. arms makers.
“Currently the United States already has the highest standard in the world regulating the export of conventional arms. This treaty will bring much of the rest of the world not up to the American standard, but much closer to the American standard. And in that sense, I believe it levels the playing field and gives American manufacturers a better competitive position in the world.”
If the treaty is approved by the U.N., Countryman said, President Obama wouldn't sign it until it's “looked at from all angles by many different agencies,” and the United States issues statements of clarification on how it interprets the treaty and how it would be implemented. That process usually takes several months.
Several teens were arrested after dozens of mob groups began attacking pedestrians on Chicago’s downtown Magnificent Mile area on Saturday night.
Police responded to reports of disturbances near Michigan and Chicago Avenues.
Police said 28 teens were arrested during the incident and no serious injuries were reported.
The teens charged with misdemeanor reckless conduct and battery and later released, according to News Affairs Officer Perkus.
Eleven other teens were charged with the same misdemeanor charges after they attacked a group of women on the CTA Red Line, police said.
“You have over three to four hundred teenagers with mob action, jumping on individuals that are downtown,” said community activist Andrew Holmes. “Multiple people have been arrested and I caution those parents that get this call about your child being arrested -- maybe you need to check your child.”
Officers began breaking up the attacks by ushering teens to the Red Line. Chaos continued underground but many attackers reportedly left the area.
“I just saw a cluster run down to the Red Line,” said Red Line passenger Amanda Dobson. “I didn't know what was going on. I just kind of stepped back and let the police do what they needed to do.”
Police continued to patrol the area on bikes, horses and on foot as smaller groups wandered around the Loop.
It is not clear if the attacks are related to a similar mobbing of Ford City Mall last month.
Residents were concerned that this could be the first in a long line of attacks after warm weather brought on a string of similar instances last year.
"It's been happening a lot around here," said Eric Baldinger, who works along the Magnificent Mile. "Just keep your wallet close and your purse closer."
Others said the attacks were disappointing and feared for the future of the city.
"I think it’s very childish," said resident Angelica Wilson. "That’s what wrong with the generation today because there’s always petty fights going on down here and everybody getting hurt. We don’t need more problems."

I am a strong supporter of Second Amendment Rights. In light of this, I will not support a proposed assault weapons ban that would place onerous and constitutionally questionable restrictions on law-abiding citizens. With that said, I also believe we must work harder to help prevent gun violence in the future.
On March 6, 2013, I joined Senator Lindsey Graham and other bipartisan cosponsors to introduce S. 480, the NICS Reporting Improvement Act of 2013. Under current law certain mental incompetency adjudications are not required to be reported to the National Instant Criminal Background Check System (NICS), which is the clearinghouse for all new gun purchases. This legislation would clarify circumstances under which a person should lose the right to receive or possess a firearm based on mental illness. For example, common sense dictates that no person who pleads "Not Guilty by Reason of Insanity" should also be able to pass a background check required to legally purchase a firearm. S. 480 corrects this situation and makes a number of similar improvements related to background checks and mental stability. I know the assault weapons ban and S. 480 are two of many proposals being considered by Congress meant to address the problem of gun violence. Please know, I understand your views about this issue and have taken note of your comments. GOA to NRA Leadership:
We are going into a battle which will determine the future of gun control for the next decade - and perhaps for the rest of our lifetime.
Here's the status: On or around April 8, Harry Reid will move to proceed to S. 649. That "base bill" contains the Veterans Gun Ban, which could send you to prison for 15 years if you sell a gun to a veteran, without realizing he has PTSD. The bill will also contain the Schumer version of Universal Gun Registries.
S. 649 does not have the 60 votes necessary to break a filibuster on final passage. However, if Reid can get the motion to proceed adopted - and get on the bill itself - he will play let's-make-a-deal and use bribes and kickbacks to buy the 60 votes he needs.
In particular, Reid and Schumer will probably try to prune the universal registry bill to buy off the vote of Oklahoma Republican Tom Coburn. They may pretend to prohibit recordkeeping by the FBI, but you can bet their "compromise" will contain a big, juicy loophole.
In addition, they may pare it back to gun shows and internet sales, although the most recent "gun show" bill we have seen would effectively ban gun shows.
The media has been reporting that the NRA leadership is working with West Virginia Senator Joe Manchin to craft these compromises, although NRA vehemently denies it.
As a result of anti-gun rules changes, there are two ways to proceed to a bill in the Senate. One requires 60 votes, which we have. The second requires 50 votes (plus Biden), but requires Reid to give up some of his control of the floor.
The point is this: Our efforts will be tremendously helped if the NRA leadership publicly calls on Senators to oppose the motion to proceed, opposes cloture on the motion to proceed, and scores both votes.
If it does this, the motion to proceed will die. Reid will be unable to move to any gun control legislation. Gun control will die.
We believe that, because of the strength and fervor of our membership, we are very close to winning this battle - but it would be so much easier if we were both singing off the same page.
ACTION: If, you are an NRA member, contact them. Urge them to join with us in supporting the Paul-Cruz-Lee filibuster. That means they should tell Senators to oppose the motion to proceed to any gun control vehicle, and to oppose cloture on the motion to proceed to any gun control vehicle.

Many state legislatures are now pushing to passing measures that would remove any sheriff found defying federal law.
In the Texas state legislature, Dallas Democratic Representative Yvonne Davis introduced a measure that would fire any law enforcement officer who disobeys state or federal orders.
And it gets worse.
The bill even calls for the removal of any law enforcement officer who just promises — either on paper or just verbally — not to enforce any federal gun control mandates that the federal government passes.

During a speech at the Moms Demand Action rally for gun control in St. Louis, a call went out for a “Children’s Right Amendment” to “counterbalance” the Second Amendment.
YouTube video posted by Jim Hoft shows Dr. Robert Flood at the March 30 rally, asking for support of a constitutional amendment, “The Children’s Rights Amendment, or the CRA, would allow a more solid legal foundation to so-called counterbalance the legal interpretation of the Second and 14th Amendments as interpreted by the U.S. Supreme Court,” Flood said.
Flood, the Director of Pediatric Emergency Medicine at St. Louis Hospital, continued, “Section One would state: As a member of the United Nations the United States of America and all it’s people fully endorse and support the following statement of the United Nations convention on the rights of a child. All children everywhere have the same rights no matter where they live or what they believe.”
“Section Two: Every child born to this world has the right to life, survival and development, the child’s view should be taken into account in all decisions affecting his or her life.”
“Section Three: The best interest of the child born into this world will take primary consideration and will supersede all existing laws and amendments that could otherwise endanger the safety and welfare of children,” Flood said.

Are America’s treasured National Parks being co-opted by the New World Order under the guise of designating them World Heritage Sites, thus allowing foreign troops and United Nations agencies to take over our country in a soft coup d’etat? A blogger has photographed heavily equipped armored vehicles carrying the “Special Response Team” logo in and around the Great Smoky Mountains National Heritage site in Gatlinburg, TN. (1) ”It is a deadly serious piece of equipment never before used inside the US until now,” says the blogger “Sherrie” who then adds, “The vehicles don’t come more heavily armored.”
Sherrie has put up several pictures of these in-country tanks which she said she saw on and near Interstate 75 when she was traveling back roads near Winchester, Richmond, KY, and lists Rt. # 627 as an area of interest. “This spot is (around) the US Army Chemical Depot” which covers 14,000 acres in Kentucky backwoods,” the blogger says on the video which the Liberty web site is putting up for general viewing. She mentions chemical weapons involving 523 tons of nerve agents and shows aerial photography of train tracks going up to several buildings in this compound! “I’m not sure what they are,” she says, positing the notion of a possible FEMA camp in the Kentucky woods.
Now in addition to sighting of MRAP vehicles, “Sherrie” tells readers that “Russians were stopping and questioning people in the Gatlinburg, Smoky Mountain Parks region.” She quotes a high ranking individual in a local area state militia organization who she says she trusts as being truthful. The scenario developed when these apparently foreign troops wearing DHS uniforms with the Eagle insignia tried to enter Tennessee from Kentucky. “They were NOT Americans. . .appeared to be Russian or Eastern European!”
The Tennessee State Guard is being formulated as part of the 22 state Governors’ Militia Organization of volunteers which answers only to the Governors, not to the Federal government. (2) What has developed is the confiscation of equipment belong to National Guard Units nationwide. Trucks and other equipment sent to Iraq are not being replaced or returned to the states by the federal government because it is “too expensive” to transport the vehicles and equipment back into the country. This has prompted 22 governors to form State Militia Units paid for by the states and thus kept out of the reach of the federal government. (2)
