The White House FBI files controversy of the Clinton Administration, often referred to as Filegate,[1] arose in June 1996 around improper access in 1993 and 1994 to Federal Bureau of Investigation security-clearance documents. Craig Livingstone, director of the White House's Office of Personnel Security, improperly requested, and received from the FBI, background reports concerning several hundred individuals without asking permission. The revelations provoked a strong political and press reaction because many of the files covered White House employees from previous Republican administrations, including top presidential advisors. Under criticism, Livingstone resigned from his position. Allegations were made that senior White House figures, including First Lady Hillary Rodham Clinton, may have requested and read the files for political purposes, and that the First Lady had authorized the hiring of the underqualified Livingstone.

The matter was investigated by the House Government Reform and Oversight Committee, the Senate Judiciary Committee, and the Whitewater Independent Counsel. In 1998, Independent Counsel Kenneth Starr exonerated President Bill Clinton and First Lady Hillary Rodham Clinton of any involvement in the matter. In 2000 Independent Counsel Robert Ray issued his final report on Filegate, stating that there was no credible evidence of any criminal activity by any individual in the matter and no credible evidence that senior White House figures or the First Lady had requested the files or had acted improperly or testified improperly regarding Livingstone's hiring. A separate lawsuit on the matter brought by Judicial Watch, a conservative watchdog group, has lingered on for years and was dismissed by a federal judge in 2010.

Separately from the Independent Counsel investigation, Judicial Watch, a conservative watchdog group, engaged in long-running litigation over the White House personnel file controversy.[28] Judicial Watch's Cara Leslie Alexander et al. vs. Federal Bureau of Investigation et al. class action lawsuit, filed on behalf of several members of the Reagan and George H. W. Bush Administrations,[29] alleged that Livingstone, along with Anthony Marceca and William Kennedy, obtained the files and then rifled through them. Judicial Watch founder and Clintons antagonist suprême[30] Larry Klayman attracted enough attention with the case to have the recurring Larry Claypool character modeled after him on the television series The West Wing.[31] As late as January 2000, Judicial Watch was filing affidavits in the United States District Court for the District of Columbia under Judge Royce C. Lamberth related to the case.[32] In their $90 million lawsuit,[33] they claimed that the First Lady did, despite her denials, know Livingstone – indeed, that Livingstone had bragged to associates he was very close to both the president and his wife – and that Clinton had personally hired him for the security job.[33] (White House defenders pointed out that Livingstone had a long history of exaggerating his importance and connections.[3]) Judicial Watch also said they had five sources who claimed Livingstone had been hired by and worked under the First Lady,[33] and also discovered some photographs of Livingstone in the vicinity of the First Lady (but not talking with him).[22] In December 2002 Judicial Watch obtained a ruling from Judge Lamberth that recently uncovered White House e-mails be searched for possible evidence in the lawsuit.[34] Klayman said, "Hillary Clinton was the mastermind of Filegate. She will not escape justice."[34] Klayman and Judicial Watch had a severe falling out in 2003,[35] however, and several years went by with little or nothing happening in the lawsuit.[29][36]

On March 9, 2010, Judge Lamberth dismissed the case.[37] The judge asserted that the plaintiffs, despite years of opportunity, had failed to provide any evidence that the affair was a grand conspiracy rather than a bureaucratic mistake, and said that "this court is left to conclude that with the lawsuit, to quote Gertrude Stein, 'there's no there there.'"[37] Nussbaum, one of the defendants, derisively said "No kidding" when informed of the dismissal.[36] Media reports concluded that, fourteen years after the initial events were set in motion, Filegate was finally over.[31][36][37] However, in May 2010, Judicial Watch filed an appeal of the dismissal with the United States Court of Appeals for the District of Columbia Circuit,[38] and the case appears to still be active.[28]

Samuel Richard "Sandy" Berger (born October 28, 1945) was United States National Security Advisor, under President Bill Clinton from 1997 to 2001. In his position, he helped to formulate the foreign policy of the Clinton Administration. During this time he advised the President regarding the Khobar Towers bombing, Operation Desert Fox, the NATO bombing campaign against Yugoslavia, responses to the terrorist bombings of American embassies in Kenya and Tanzania, and the administration's policy of engagement with the People's Republic of China.[1] He was also one of the prominent actors of the Camp David 2000 Summit.

Before joining the administration, Berger had worked as an international trade attorney; currently, he is chairman of an international advisory firm and chairman of the board of an international investment fund. He lives in the Georgetown section of Washington, D.C., is married to Susan Berger and has three children (one son and two daughters).

In April 2005, Berger pled guilty to a misdemeanor charge of unauthorized removal and retention of classified material from the National Archives in Washington. According to the lead prosecutor in the case Berger only took copies of classified information and no original material was destroyed.

Berger served as a foreign policy adviser to Senator Hillary Clinton in her 2008 presidential campaign.[2]

Living Large in the Obama White House

We are now firmly ensconced in the brutal Age of the Sequester, and things in America are grave. The federal government, we learned on Wednesday, is so strapped for cash that the president has been forced to cut off the People’s access to the home he’s borrowing from them. He didn’t want to have to do this, naturally — “particularly during the popular spring touring season.” But then Congress just had to go and acquiesce with measures that the president himself suggested and signed into law. How beastly! We axed 2.6 percent from a $44.8 trillion budget, and now the president can’t even afford the $18,000 per week necessary to retain the seven staff members who facilitate citizens’ enjoying self-guided tours around the White House.

The executive mansion is not in that much trouble, of course. It’s certainly not in sufficiently dire straits for Air Force One ($181,757 per hour) to be grounded, or to see the executive chef ($100,000 per year) furloughed, or to cut back on the hours of the three full-time White House calligraphers ($277,050 per year for the trio), or to limit the invaluable work of the chief of staff to the president’s dog ($102,000 per year), or to trim his ridiculous motorcade ($2.2 million). If Ellen DeGeneres wants another dancercize session or Spain holds another clothing sale, the first family will be there before you can say “citizen executive.” Fear ye not, serfs: Austerity may be word of the week, but the president is by no means in any danger of being forced to live like the president of a republic instead of like a king.


When Calvin Coolidge was president in the glitzy 1920s, he took the republican ideal so seriously that he ended up in a series of tiffs with the White House housekeeper, Elizabeth Jaffray, over the cost of state dinners, and took to admonishing the executive branch for using too many pencils. Such behavior now serves only as a punchline to a joke that is not funny. The current annual cost of the White House — just in household expenses, not the policy operations for which it exists — is $1.4 billion: Annually, presidential vacations cost $20 million (the low estimate for one presidential vacation to Hawaii is $4 million, but the true cost is probably five times that); the first family’s yearly health-care costs are $7 million; more than $6 million is spent on the White House grounds each year. Transporting the president cost $346 million last year. But as Michelle Obama might say, America is basically a downright mean sort of place, so the tours will just have to go. One hopes at least that the calligraphers were recruited to sign the docents’ pink slips.

President Obama and his family are likely headed to Martha's Vineyard for a summer sojourn again this year.

A source tells POLITICO that the Secret Service has started booking accommodations on the toney island off the Massachusetts coast. (See update below)

So far, the White House isn't saying anything, but the Vineyard is abuzz with the news. The first family is expected toward the end of August, said the source, who spoke on condition of anonymity.

I'm flabbergasted by the enormity of the ghastly performances by all of our elected and appointed officials over the last 20 years. There seems to be no law they respect and have no conscience when dealing with We the People and no abiding respect for the United States Constitution.

Rand Paul: Obama in guns-to-jihadists cover-up?

Senator raises questions about role of CIA annex in Benghazi

In a radio interview, Sen. Rand Paul, R-Ky, questioned whether the Obama administration may be covering up the role played by the CIA annex in Benghazi in a possible scheme to run guns to rebels in the Middle East.

The annex was attacked Sept. 11 along with the special U.S. mission in Benghazi.

Charged Paul: “There has been a lot made of the political cover up of President Obama’s administration saying this (Benghazi attack) had something to do with a homemade film from some guy in Los Angeles. But in reality the question is, or the secondary quotation is, why would they do a cover up? What are they covering up?”

Paul said he has “a feeling that it had something to do with the CIA annex.”

“You know, a week before the ambassador was killed in Libya, a ship left Libya and docked in Turkey, and it actually interviewed the captain of that ship who said there were arms on board and that he actually witnessed the rebels taking the arms and disputing over who got what,” he said. “That there were grenade launchers; that there were significant arms being transferred.

Paul said it doesn’t prove the CIA was involved but raised the question of the purpose of the annex.

“The Libyan government is said not to have known that they were there,” he noted. “And is that the reason for the cover up? So there are a lot of unanswered questions.”

Paul was speaking Sunday night on WABC Radio’s “Aaron Klein Investigative Radio.”

Any arming of Middle East rebels would be considered highly controversial. Widespread reports have documented that Syrian and Libyan rebels consist in large part of jihadists, including members of several major al-Qaida groups.

It was not the first time Paul publicly raised suspicions on alleged gun running in Benghazi.

In a Senate hearing on the Benghazi attacks last month, Paul asked outgoing Secretary of State Hillary Clinton: “Is the U. S. involved with any procuring of weapons, transfer of weapons, buying, selling, anyhow transferring weapons to Turkey out of Libya?”

“To Turkey?” Clinton asked. “I will have to take that question for the record. Nobody has ever raised that with me.”

Continued Paul: “It’s been in news reports that ships have been leaving from Libya and that may have weapons, and what I’d like to know is the annex that was close by, were they involved with procuring, buying, selling, obtaining weapons, and were any of these weapons being transferred to other countries, any countries, Turkey included?”

Clinton replied, “Well, Senator, you’ll have to direct that question to the agency that ran the annex. I will see what information is available.”

“You’re saying you don’t know?” asked Paul.

“I do not know,” Clinton said. “I don’t have any information on that.”

That section of the exchange with Paul was almost entirely ignored by media, which instead focused on the Republican senator’s earlier statement that if he were president he would have relieved Clinton of her post.

The alleged weapons transfers to the rebels in Syria would not be the first time the Obama administration reportedly coordinated weapons shipments to Middle Eastern rebels.

In December, the New York Times reported the Obama administration “secretly gave its blessing to arms shipments to Libyan rebels from Qatar last year, but American officials later grew alarmed as evidence grew that Qatar was turning some of the weapons over to Islamic militants, according to United States officials and foreign diplomats.”

The Times reported the weapons and money from Qatar “strengthened militant groups in Libya, allowing them to become a destabilizing force since the fall of the Qaddafi government.”

Last week the U.S. announced $60 million in nonlethal aid to Syrian rebels, while the White House continues to deny it was involved in coordinating arms shipments to Syrian fighters.

Last month, the New York Times reported the White House rebuffed a plan developed last summer by then-Secretary of State Hillary Clinton and then-CIA Director David Petraeus to arm and train Syrian rebels.

However, according to informed Middle Eastern security officials speaking to WND, the U.S. has been coordinating Arab arms shipments for months now to the Syrian rebels. At issue is that the rebels consist in large part of al-Qaida-linked jihadists, according to scores of news reports.

The Middle Eastern security officials further described the U.S. mission in Benghazi and nearby CIA annex attacked last September as an intelligence and planning center for U.S. aid to the rebels in the Middle East, particularly those fighting Assad’s regime. The aid, the sources stated, included weapons shipments and was being coordinated with Turkey, Saudi Arabia and Qatar.

Days after the Benghazi attacks, WND broke the story that late Ambassador Christopher Stevens himself played a central role in recruiting jihadists to fight Assad’s regime in Syria, according to Egyptian and other Middle Eastern security officials.

Stevens served as a key contact with the Saudis to coordinate the recruitment by Saudi Arabia of Islamic fighters from North Africa and Libya. The jihadists were sent to Syria via Turkey to attack Assad’s forces, said the security officials.

The officials said Stevens also worked with the Saudis to send names of potential jihadi recruits to U.S. security organizations for review. Names found to be directly involved in previous attacks against the U.S., including in Iraq and Afghanistan, were ultimately not recruited by the Saudis to fight in Syria, said the officials.

This scheme seems to mirror the Petraeus-Clinton plan as described by the New York Times.

Poking further holes in the White House denial of supporting that plan, it was revealed in testimony last month the arms-to-rebels plan had been endorsed by the leaders of the CIA, Pentagon and State Department.

If, indeed, President Obama rejected the arms plan, it would mean the White House went against the recommendations of not only Clinton and Petraeus but also outgoing Defense Secretary Leon Panetta and Gen. Martin Dempsey.

During Senate hearings on Benghazi two weeks ago, Sen. John McCain, R-Ariz., asked Panetta and Dempsey whether they had supported a plan “that we provide weapons to the resistance in Syria.”

“We do,” Panetta replied.

“You did support that?” McCain asked again.

“We did,” added Dempsey, who was sitting next to Panetta.

Neither Dempsey nor Panetta elaborated on their positions.
