The Obama administration insisted Wednesday that its secret airlifted payment to Iran of $400 million in January wasn’t ransom to obtain the release of four jailed Americans, as more lawmakers inn Congress expressed outrage over the deal.

“We just don’t pay ransom. … This was not ransom,” said State Department spokesman John Kirby on Fox News. The Wall Street Journal, citing U.S. and European officials and congressional staff as sources, reported that the administration sent the money stacked on wooden pallets to Tehran in an unmarked cargo plane, at the same time Iran was releasing its American hostages.

The money represented the first installment of a $1.7 billion settlement that the administration reached with Iran to resolve a decades-old failed arms deal signed before the Iranian revolution in 1979. Mr. Kirby said the timing of the transaction was “coincidental” and that the cash was “their money,” owed from the old arms deal.

The settlement came at the same time as formal implementation of the landmark nuclear agreement reached between Tehran, the U.S. and other global powers. . .

Isn't there a banking regulation requiring transfers of any amount of money more than $5000,00 to be reported to the FBI???
