Call to Stop US Aid to Hamas/Fatah!

BACKGROUND INFORMATION:

 

The partnership between the two halves of the new Palestinian government would mean US assistance must cease.  Senator Mark Kirk (R-IL) stated that the Fatah-Hamas unity government would put the Palestinian Authority's US aid at risk. On April 29th, his office followed up by emailing a memo outlining the legal implications of the unified government. Senator Kirk and Representative Nita Lowey (D-NY) authored the following restrictions on US assistance to the PA.

1. No US funds may be provided for salaries for personnel of the PA located in Gaza.

2. No funding is permitted to Hamas or any entity controlled by Hamas.

3. No funding for any power sharing government of which Hamas is a member, unless the President certifies they have publicly accepted and complied with core requirements of the Palestinian Anti-Terrorism Act of 2006.

Dear Prime Minister Netanyahu,

Both Republicans and Democrats are calling for our government to cut off aid to the Palestinians since the Palestinian Authority and US-designated terror group Hamas have reached a unity agreement in the West Bank.

Top-ranking members of Congress issued warnings that the United States will risk charges of financing terrorist operatives if aid should continue. House Foreign Affairs Committee Chairwoman, Ileana Ros-Lehtinen (R-FL) recently called attention to a 2006 law, P.L. No: 109-446, 'Palestinian Anti-Terrorism Act,' that conditions US aid on a 'requirement that Palestinian recipients must renounce violence and acknowledge Israel's right to exist.' These requirements were fulfilled when aid was going to the PA, then controlled by the West Bank based Fatah. Hamas has done neither.  Hamas does not abide by those conditions, but instead fires thousands of rockets on innocent Israeli civilians. The chairman and others stated that the partnership between the two halves of the new Palestinian government would mean US assistance must cease.

In addition, 27 Senators have signed a letter to President Obama requesting he make clear to PA President Abbas that his participation in a 'unity government with an unreformed Hamas will jeopardize it's relationship with the United States, including it's receipt of U.S. aid.'   The letter was initiated by Senator Robert Menendez (D-NJ). Congress clearly has no choice but to cut off aid to a Fatah-Hamas unity government. The Fatah-Hamas unity government has forfeited aid in light of its refusal to negotiate peace with Israel or recognize Israel's right to exist.  According to Congress the US government is legally barred from providing Hamas with assistance or recognition of any kind. On the other hand, the Obama administration appears to be ignoring the legal and policy significance of the Hamas-Fatah deal.  Official statements by congress regarding  the PLO/PA/Fatah union will effectively bring to an end US financial assistance.

Therefore, Prime Minister Netanyahu, I urge you to send a strong signal that Israel is withdrawing its acceptance of the PA as a credible peace partner, and considers it a terrorist entity along with its partner Hamas. This is a very timely pact that can affect the crucial outcome of the PA conflict both in Israel and in the US. Such a move will encourage swift Congressional action to defund the PA and limit the administration's ability to pressure Israel into making more concessions to the PA.

From the perspective of US-Israel relations, your speech before the joint Houses of Congress on May 24th can provide you with the rare opportunity to radically alter the discourse on the PA conflict with Israel. With such a positive outcome, you can strengthen and safeguard Israel and become one of the greatest Israeli statesmen of all time.  You have much to gain by such a pro-active posture. You will be enthusiastically supported by an overwhelming majority of Israel's friends in Congress and throughout the world. You will be acclaimed for freeing us from the myths surrounding the propaganda warfare that is  demonizing Israel and revising history.

Yes, it's a wicked thicket of kleptomaniacs and serial liars. Their immoral deeds will continue to be disastrous and the ultimate cause of the dissolution of our constitutional republic. Succumbing to the worldly temptations of lust of the eyes and flesh, and pride of life, is a downward spiral that only leads to decay and destruction. When seeking after corrupt gain, outweighs all virtuous choices on the scale of righteous judgment, I fear there will be an unrecoverable major dissipatedly tipped imbalance.

 

Unfortunately for us and our posterity, too many greedy judges and attorneys, dishonest federal, state and city government officials are without honor and decadently bent.
