(CBS News) WASHINGTON - For 31 days now, the Obama administration has been telling us that Americans by the millions are visiting the new health insurance website, despite all its problems.
But no one in the administration has been willing to tell us how many policies have been purchased, and this may be the reason: CBS News has learned enrollments got off to an incredibly slow start.
Early enrollment figures are contained in notes from twice-a-day "war room" meetings convened within the Centers for Medicare and Medicaid Services after the website failed on Oct. 1. They were turned over in response to a document request from the House Oversight Committee.
The website launched on a Tuesday. Publicly, the government said there were 4.7 million unique visits in the first 24 hours. But at a meeting Wednesday morning, the war room notes say "six enrollments have occurred so far."
They were with BlueCross BlueShield North Carolina and Kansas City, CareSource and Healthcare Service Corporation.
By Wednesday afternoon, enrollments were up to "approximately 100." By the end of Wednesday, the notes reflect "248 enrollments" nationwide.
The health care exchanges need to average 39,000 enrollees a day to meet the goal of seven million by March 1. The war room notes give a glimpse into some of the reasons customers had problems:
• "Direct enrollment (signing up directly on an insurer's website) is not working for any issuers."
"Experian" credit reporting agency is "creating confusion with credit check information."
• "Issuer phone numbers are not appearing correctly on the Pay Now page."

That's how many people signed up for Obamacare on Day 1, according to CBS News, and no that's not a misprint.
The Obama administration has kept the number of enrollments close to the vest. It's touted the number of visitors to the troubled HealthCare.gov website — 4.7 million — but hasn't released the actual number of enrollments.
But according to CBS News, notes from a "war room" meeting the day after the Affordable Care Act launched on Oct. 1 say "six enrollments have occurred so far." By the end of Day 2, enrollments totaled 248 nationwide.
The White House predicted 500,000 would sign up by the end of the month, according to a memo obtained by The Associated Press, and that was considered a "modest start" for the market.
CBS notes that in order to meet the goal of 7 million enrollments by March 1, the exchanges need to enroll an average of 39,000 a day.
During Wednesday's congressional hearing, Health and Human Services head Kathleen Sebelius was asked several times for the number of enrollments. She explained that the data was unreliable and would not be available until mid-November.
"We do not have any reliable data around enrollment, which is why we haven’t given it to date," she said.
The Obama administration has enlisted the services of computer engineers from tech companies such as Google and Oracle to help fix the troubled health care website, which has been plagued with issues from the start. Maybe instead of Health and Human Services Secretary Kathleen Sebelius, and all those other Obamacare officials, Congress should have been asking NBC’s “Saturday Night Live” about the progress of the Obamacare website, Healthcare.gov.
That’s because the program somehow accurately reported on the federal government site’s capabilities – six users.
As WND reported, “SNL” ridiculed Barack Obama’s health secretary in its opening segment last week, leading one Republican senator to label Kathleen Sebelius as the “laughingstock of America.”
Comedic actress Kate McKinnon portrayed the embattled Sebelius, who was trying to alleviate concerns over the crashing and “sucking” of the website where citizens are encouraged to sign up for Obamacare.
“If our website still isn’t loading properly, we’re probably just overloaded with traffic,” she explained. “Millions of Americans are visiting HealthCare.gov, which is great news. Unfortunately, the site was only designed to handle six users at a time.”
Incredibly, a new report by CBS News today confirms that for the first day of the program, the entire $600 million website was able to sign up – six people just as “SNL” suggested in its parody.
Investigative reporter Sharyl Attkisson presented a special report on Obamacare enrollment numbers during the network’s evening news broadcast.

The report from CBS also noted the secrecy that has protected the actual numbers of people signing up.
Numerous officials have talked about millions of visits to the site, but CBS said it found early enrollment figures in notes “from twice-a-day ‘war room’ meetings convened within the Centers for Medicare and Medicaid Services after the website failed on Oct. 1.”
The notes were given to the House Oversight Committee.

Various officials, up to and including Sebelius, repeatedly have told Congress, under oath, that such figures are not yet available.
