WASHINGTON  — President Barack Obama on Friday turned to a trusted adviser to lead the nation’s Ebola response as efforts to clamp down on any possible route of infection from three Texas cases expanded, reaching a cruise ship at sea and multiple airline flights.

Facing renewed criticism of his handling of the Ebola risk, Obama will make Ron Klain, a former chief of staff to Vice President Joe Biden, his point man on fighting Ebola at home and in West Africa. Klain will report to national security adviser Susan Rice and to homeland security adviser Lisa Monaco, the White House said.

The World Health Organization admitted to mistakes of its own in failing to contain the outbreak still spreading out of control in Liberia, Sierra Leone and Guinea.

“Nearly everyone involved in the outbreak response failed to see some fairly plain writing on the wall,” the U.N. health agency said in a draft internal document obtained by the Associated Press. The response was marred by incompetency and ineffective bureaucracy, the document says, and experts should have realized that traditional containment methods wouldn’t work in an African region with porous borders and broken health systems.

Under pressure from Republican lawmakers, Obama on Thursday expressed some openness to considering restricting travel from the three Ebola-stricken West African nations. But he said health and security experts continue to tell him that the screening measures already in place for travelers are more effective.

Government officials said early Friday that they were seeking to remove a Dallas health care worker who handled an Ebola lab specimen from a Caribbean cruise, although she has shown no signs of infection. Officials in Belize would not allow the woman or her spouse to disembark there, a Carnival Cruise Lines spokeswoman said.

The cruise company said in a statement that the woman, a lab supervisor traveling with her spouse, remained in isolation “and is not deemed to be a risk to any guests or crew.”

Still, under tighter travel rules placed on the staff of a Dallas hospital where two nurses caught Ebola from a Liberian patient, the woman shouldn’t be on the ship.

The Centers for Disease Control and Prevention says Ebola isn’t contagious until symptoms appear. Ebola isn’t spread through the air like the flu; people catch it by direct contact with a sick person’s bodily fluids, such as blood or vomit.

Doctors at the National Institutes of Health in Maryland said a Dallas nurse, Nina Pham, brought there for Ebola treatment was very tired but resting comfortably Friday in “fair” condition.

The second nurse to contract Ebola, Amber Vinson, was being treated at Emory University Hospital in Atlanta, as precautions related to her personal travel widened.

In making the appointment, Obama will effectively bypass  Dr. Nicole Lurie, who has served as assistant secretary for preparedness and response (ASPR) at the Department of Health and Human Services since July 2009.

A spokesman with HHS told Fox News that in addition to roles played by other agencies, "Dr. Lurie and her team in ASPR are dealing primarily with advance development of countermeasures, [Public Health Service] deployment, and hospital outreach." 

In other words, Lurie is part of the cast but by no means a central character.

On Friday, House Foreign Affairs Committee Chairman Ed Royce, R-Calif., praised Obama for naming a point person, but questioned why he "didn't pick an individual with a noteworthy infectious disease or public health background." He did not mention Lurie, though.

In one profile, Lurie was called the "highest-ranking federal official in charge of preparing the nation to face such health crises as earthquakes, hurricanes, terrorist attacks, and pandemic influenza." 

In the interview for Penn Medicine, Lurie is described as dealing intimately with major health issues and disasters, including the Boston Marathon bombing and Hurricane Sandy. 

But little has been published about her work during the current Ebola crisis, despite it being presumably within the purview of her mission. The ASPR website homepage makes no mention of the Ebola virus.

In an interview with The Washington Post in September, Lurie touched on her role over Ebola, saying her agency is partnering with others to ensure health care workers have the "information they need to be prepared to identify and treat Ebola infections" and is working with others to accelerate vaccine testing.

Note: as of October 17, 2014 there are NO vaccines for Ebola and all the staff at the hospital who treated the man who  snuck into our country from Liberia and eventually died from Ebola had no information or protocol to follow in dealing with Ebola.

"You can barely find any mention of her in the news," notes The Federalist's Mollie Hemingway, who was first to point out this invisible leader.

Then again, it could be that, like everyone else in the Obama administration, Lurie's just not up to the job.

After all, on Sept. 11, Lurie told the Washington Post that her office was diligently working with other federal agencies "to ensure that U.S. health care providers, hospitals, health clinics, emergency medical services ... have the information they need to be prepared to identify and treat Ebola infections, in case anyone in the United States becomes sick after traveling from affected countries or from contact with infected individuals."

Two weeks later, Ebola-infected Thomas Duncan showed up at the Texas Presbyterian Health Hospital with a high fever after returning from Liberia, only to be discharged with a prescription for antibiotics.

If it seems as though the U.S. is rudderless against the rising Ebola tide, it's not for a lack of resources or agencies in the federal government.

It's because there's a glaring lack of competent leaders in the Obama administration.

Lurie comes with some baggage. 

In 2011, she was cited in a congressional investigation of a controversial no-bid contract given to New York-based Siga Technologies Inc., to develop a small pox vaccine some experts at the time felt was unnecessary. The senior stakeholder of Siga, which received $443 million to develop the drug, was Ronald O. Perelman, a billionaire and longtime political donor. 

The investigation at one point focused on a favorable letter that Lurie, who had overseen the bid process, had written to Siga's chief executive. She later said the bid was awarded strictly on merit.

I had a voicemail today from a Carnival cruise rep stating that I could get a cruise for a discounted rate. I called him back and told him that the virus lives on surfaces for 3 to 4 days and doorknobs for 24 hours - why would I take a chance even if the cruise was free. We started talking because this man makes his living selling cruises and commissions - this man is going to lose a lot of money over Obama's incompetence. This response was not rocket science - it should have been common sense. The hospital staff and first response people should already be fully trained and ready to go. The training should be at the level of schools, teachers, airports, hotel workers, restaurants, grocery stores and any other public place where the virus can be left behind for others to come into contact with. The Obama response will end up tanking the economy even further and destroying people's lives. Even Belize had the common sense to deny Carnival Cruise lines removing the lab worker and placing him in the airport on a plane. And where is Obama - missing in action and blaming it on poor messaging.

Where is Governor Scott in Florida? He is in a tie in his re-election. This is his chance to step up and be a leader and put in place the protocols to keep Floridians and tourists safe. Yet he is silent and local governments are piecemealing the plans without any coordination. Someone needs to step up and coordinate the plans. What I learned after a severe allergic reaction to being forced to wear a procedure mask for 12 hours and then taking a flu shot to keep my job, is that the CDC just forwards the complaint to other departments. After being bumped from agency to agency, my problem ended up in NIOSH which is part of OSHA. NIOSH handles all equipment and determines what should be used. How come NIOSH is not involved with instructing for proper protective gear of these hospital workers - they are the experts. What I learned with those blue masks that nurses are forced to wear to supposedly protect the patients from the flu is that they are the wrong masks to be wearing. According to NIOSH, the mask allows the flu virus particles to get through and actually exposes patients to virus and droplet particles. Yet many hospitals continue to use the wrong masks and are actually exposing patients to disease. NIOSH never called my hospital to tell them they are using the incorrect masks that could actually get patients sick. I called up the ladder but no one cared to listen and fix the problem. The correct mask to be using is a surgical mask but these masks are more expensive and Obamacare has resulted in lower reimbursements so do you think the hospital will put nurses in proper masks or cheap masks? How many hospitals have cut corners and have improper or cheaper protective equipment as a result of Obamacare?  No agency is in charge - everyone's just sitting around collecting a paycheck and no one wants to deal with the problems - call someone else.

Also many hospitals have gotten rid of the higher paid older nurses that lived through AIDS to cut costs. We were willing to take care of patients where our lives were at risk. How many of these young nurses in their 20's are willing to put their lives on the line? Most have college degrees but no significant patient care training and many hate direct patient care. How many are going to quit rather than risk exposing themselves to a deadly disease? Is Obama preparing for the scenario where there is a shortage of nurses? We all know the answer to that one.
