In a move that was far less than rumors, Jackson Health System told the nurses union Tuesday morning that 21 of its members were being laid off -- one doctor in radiology and 20 assistant nurse managers.
``There is no good number that directly affects patient care,'' said Martha Baker, president of Local 1991 of the Service Employees International Union, (S.E.I.U.), but she acknowledged that it was far smaller than the 1,400 to 2,500 job losses that many employees have heard over the past week.
Chief Executive Eneida Roldan has scheduled a news conference at 1:45 p.m. Tuesday to discuss Jackson Health System's financial situation. Her financial people expect the public hospital system to lose more than $200 million this year unless dramatic cuts are made.
``Twenty-one is not going to produce a drop in the bucket'' to stem the losses that Jackson is facing, said Baker, once again urging that the system find more efficient ways to handle its billing system. She said Jackson management gave no indications about future job cuts in the weeks ahead.
Joe Reed, spokesman for the American Federation of State, County and Municipal Employees, said that there have been ``no layoffs yet'' for its Jackson employees, which number about 5,000.

EPA hears from public on water standards
EPA seeking strictest smog limits
The Environmental Protection Agency proposed the nation's strictest-ever smog limits Thursday morning, a move that could put large parts of the country in violation of federal air-quality regulations.
The EPA proposed allowing a ground-level ozone concentration of between 60 and 70 parts per billion, down from the 75-ppb standard adopted under President George W. Bush in 2008.
That means cracking down even further on the emissions from power plants, factories, landfills and motor vehicles.
New EPA water rules worth every penny
Few things are more deadly to a healthy watery ecosystem than algae, much of which comes from nutrients in fertilizers and pollutants that wash from the land into waterways during rainstorms.
Remember when Lake Apopka, once a center for bass fishing in Central Florida, was essentially declared dead, devoid of qualities that could support living organisms? The culprit was land pollution, most notably phosphorus and nitrogen.
Lake Apopka is once again reasonably healthy, thanks to intense cleanup efforts and improved water-quality standards. Now the Environmental Protection Agency proposes new, tougher statewide standards that would ensure there would be no more Lake Apopka travesties.
EPA points to chemical threats, calls for expanded authority
There are tens of thousands of chemicals in use in the United States. The Environmental Protection Agency can't say for sure if many of them are safe and routinely takes years to assess the risks of ones in common use.
EPA Administrator Lisa Jackson called Tuesday for an overhaul of how the nation manages and assesses chemicals risks.
She branded existing laws -- regulated under the 1976 Toxic Substances Control Act -- as too slow, weak and tangled in red tape to address public anxiety about toxic threats in everyday items, from phthalates in plastic baby bottles to lead in toys.
DOT, EPA Propose New Fuel Economy, C02 Rules
After President Barack Obama outlined the plan in a May speech, the U.S. Department of Transportation and Environmental Protection Agency have announced a coordinated program to improve the fuel economy standards of passenger cars and trucks as well as lower greenhouse gas emissions.
EPA Proposes New Smog Standard
The Environmental Protection Agency on Thursday proposed a stricter standard for pollutants that cause smog, a rule that would affect utilities, manufacturers, oil refiners and automakers. The new standard, if approved, would impose moderate to large costs but also have impressive health benefits for millions of people.
The proposal would change the primary standard for ground-level ozone of no more than 0.075 parts per million, as imposed by the Bush administration, to 0.06 to 0.07 parts per million, but phased in over the next two decades.
Citrus growers, cattle ranchers, sugar farmers, nursery owners and utility operators -- along with a long line of their attorneys -- told federal regulators Thursday that proposed new water quality standards were too confusing and too costly.
More than 200 people packed a mid-day public hearing in West Palm Beach held by the U.S. Environmental Protection Agency on the standards, which would put a hard cap on the amount of nutrients fouling the state's rivers, steams, lakes and canals.
Nicholas Albergo, a Tampa-based engineer, told top EPA managers that the complex rule is rife with ``technical black holes'' that could create hardships for every sector of the economy, as well as local governments that might have to bankroll the cleanup.
He urged the agency to postpone and overhaul the rules, which were ordered as part of federal settlement. The standards are to go into effect in October.
``I guess my message is, slow down,'' he said.
Environmentalists applauded the step by the EPA, saying the state had lolly-gagged in setting hard numbers on nutrient pollution.
``This should have been done years ago,'' said Marti Daltry, a Sierra Club member from Fort Myers.
The meeting is the third and last one the EPA has scheduled on the standards.
