State Department Joins Federal Reserve’s Bandwagon — Unaccountable Funds

As of the billions of dollars left unaccounted for for years in the Federal Reserve System weren’t quite enough, the U.S. Department of State has adopted the no-accountability operating system in its own funding. Their mislaid funding records total $6 billion in expenditures.

The Office of the Inspector General conducted a thorough audit and tried to trace the paper that includes missing documentation regarding the U.S. military action in Iraq ($2.1 billion), actions concerning the Bureau of African Affairs ($35 million), and even in the Bureau of International Narcotics and Law Enforcement Affairs (almost $1 billion).

According to records, the State Department’s history in funding accountability is, well, poor. The summary letter forwarded stated:

“In sum, over the past 6 years, our audit work has uncovered significant contract file management deficiencies in Department contracts/task orders with a total value of more than $6 billion.”

While the report refrains from calling the spending and unaccountability as fraudulent, it does state that the State Department simply could not produce the paperwork for the missing money. The same document does note one instance, however, that one official

“falsified”

…information pertaining to a $100-million contract. In a similar case, one contractor was paid $800,00 without supporting documentation.

When questioned Friday, State Department spokesperson Marie Harf stated that it’s not a matter of unaccountability of $6 billion but of improper or careless records keeping. The State Department did concur that tightening of records and records storage is needed, and they agree to take appropriate action.

“As highlighted in our response to the OIG, this is an issue of which the department is aware and is taking steps to remedy. It’s not an accounting issue[;] I think it’s more like a bureaucratic issue. But it’s not that we’ve lost $6 billion, basically.”

Riiiiiight…I agree they didn’t lose it, but I don’t buy the line they didn’t use it for what’s known as

“black ops.”
